I checked the Army home page for the annual birthday article and those two pictures were on rotating display on top.

The picture was on that rotating news picture of the day on the main page which of course changed. It was from the 232d Army birthday.

It was taken at Fort Riley which before WWII was a cavalry post and “Home of the Cavalry”. I do not know who the statue is, looks it like it might be dedicated to the cavalry in general.
